El Colegio de Enfermería asks Córdoba care homes for information about their care
El Colegio Oficial de Enfermería de Córdoba has started a campaign to verify that nursing care in the province's care homes is provided by professionals with qualifications and accreditation. The action comes after the new Andalusian regulations on care centres.
The Colegio Oficial de Enfermería (COE) de Córdoba has launched this quarter a campaign aimed at the nearly 90 residential centres in the province to find out how nursing care is guaranteed in practice. The action affects residences for older people, which will have to explain which nursing professionals provide service at each centre and how nursing care is covered when there are no professionals of their own.
What is to be checked
The aim, according to the College, is to verify that actions within the remit of nursing are carried out by professionals with the corresponding qualification and accreditation. Special attention will be paid to cases in which tasks of a nursing nature may be being routinely carried out by workers of other categories. The purpose is preventive and verificatory, although the professional body warns that it will be firm if it detects irregularities.
The origin: the new Andalusian regulation
The campaign is framed within Order of July 21, 2026, which regulates the material, functional and quality requirements for the start-up and accreditation of centres and services for the care of older people in Andalusia. According to the College, the new regulation no longer sets a specific ratio of nursing professionals and integrates them into Second Level Direct Care Staff (AD2N), with a joint ratio. The Order nevertheless maintains the obligation to guarantee nursing care, such as the preparation and administration of medicines, wound care or catheterisation.
"The absence in the new Order of a specific nursing ratio does not enable other professionals to take on nurses' competences," the College maintains.
Previous actions
This line of work is not new. In November 2025, the College detected a job offer for a residence for older people that, although it advertised a nursing reinforcement post, admitted that it could be filled by Physiotherapy or Occupational Therapy professionals. After negotiations with the Dirección General de Personas Mayores, Participación Activa y Soledad no Deseada, the Servicio Andaluz de Empleo (SAE) acknowledged that it was the employing entity that submitted the offer with different qualifications and announced that it would strengthen its internal control mechanisms.
The College also submitted to the Junta de Andalucía a request for access to public information on the presence of nursing professionals in residences, day centres and night centres. Given the lack of an effective response, it turned to the Consejo de Transparencia y Protección de Datos de Andalucía, which has extended by three months the maximum period to resolve the procedure.
